Not to be irrelevant. CBDCs - their own programmable money. Avoid privatization of money. Don't get cut out of the flow.
Fair competition. In a fair game crypto wins every time. Control over CBDCs to pay higher interest. Threaten bank deposits.
A seat at the table. Control of energy, food, industry, security. Some want to be left alone. Others want regional expansion.
Government contracts, data, bailouts if necessary. In return they develop everything. Don't care who's in charge.
Disruption and instability. It justifies spending. Enforce whatever system is in place.
Money is at the top.
Everyone else serves the money.
